At the World Summit in 2005, UN Member States adopted the Outcome Document which details an ambitious array of outlines for UN reform. Subsequently, the 60th General Assembly established the Human Rights Council, the Peacebuilding Commission, an Ethics Office and agreed to limited authority of discretionary spending for the Secretary General among other initiatives. Many of the reform proposals, however, continue to be discussed and negotiated at the General Assembly.
